About This Stamp

The Postal Service issued its nondenominated EXTRAordinary flag stamp January 22, 1991, in Washington, D.C. This stamp, which was tested in bank automatic teller machines in the Seattle, Washington, area, was identical in design and material to the 25-cent version issued May 18, 1990, with the exception of the wording, which was printed in black ink.

Designed by Harry Zelenko, the stamps were printed on the photogravure press by the Avery International and issued in panes of 12.
