About This Stamp
This City Mail Delivery stamp commemorates the centennial of the establishment of free city mail delivery. The service was conceived by local Cleveland, Ohio, postal clerk Joseph William Briggs and implemented, via an Act of Congress, by Postmaster General Montgomery Blair in 1863. The system helped make mail delivery more convenient for city patrons. The stamp features an image of a letter carrier delivering mail in the rain while holding an umbrella. A young boy and dog follow him and a city skyline is in the background.
