The Junior Duck Stamp Conversation and Design Program is based on the Federal Migratory Bird Hunting and Conservation Stamp ("Duck Stamp"). Young artists in grades K-12 compete each year to design a stamp based on what they have learned about waterfowl, wetlands, and conservation. This is the 31st stamp in this series and features a Hooded Merganser painted by 15 year old Linyue Tong of Virginia.
